          @tantramar @hub probably not. If there was some IT or legal management that picked up on the gap between the insurance requirements and the state of things, they were probably ignored by the next levels of management. Or had their funding requests rejected or deferred by council. Happens all the time. Tech debt is expensive.

            johnefrancis@cosocial.ca that's wild... I know Hamilton was at least trying to roll out 2FA. People I know working for the city have indicated that they use DUO...
