Dude is an agent provocateur. Paid for by Russia and Israel. He never had any intention to rule and govern. His only goal is to undermine his adversaries and keep the government and parliament in disarray.

One of those things where he probably didn't expect to actually get power. And then once he has power, he gets mad when he can't do illegal things.
